I/DD Foster Licensing & Certification Transition

Foster Care Licensing and Certification:
All Foster Care Licensing and Certification duties are moving from CDDPs to ODDS on Jan. 1, 2026. CDDPs are no longer offering new orientations or trainings for individuals who have not yet met qualifications. ODDS will offer orientation sessions for new prospective providers in 2026. Market Analysis Data for New Providers:
ODDS is asking individuals applying to become a new provider to do market analysis for the area they are intending to operate their business. The market analysis for the metro tri-county area continues to show the area is saturated with open beds for adult residential homes; specifically in Washington County there are between 250- 300 openings and many adult providers have one resident or even sit empty for a significant period. Washington County still has a need for children’s foster/residential homes and adult providers who have experience that could support a 2B or 2M home or one that focuses on mental health and IDD; please contact ODDS for further details on what would meet these requirements.
