Shaping the Future Council Creek Regional Trail: Input Needed on Safer Street Crossings

Community members are invited to comment on proposed street crossing features for the first segment of the future 15‑mile Council Creek Regional Trail.

The new walking and biking connection will link the cities of Hillsboro, Cornelius, Forest Grove, and Banks.

The project’s initial 6‑mile segment will run between Pacific University in Forest Grove and the Hatfield MAX Station in downtown Hillsboro along the former railroad corridor, creating a safe, comfortable alternative to Tualatin Valley Highway and providing a dedicated route for walking and biking.

As part of the project, intersections along the corridor in Forest Grove, Cornelius, Hillsboro, and unincorporated Washington County will receive new and upgraded safety features to help ensure trail users are visible and protected as they navigate busy streets.

All intersections will receive enhancements, including trail crossing signage and paved connections. The most heavily used intersections will also receive Rectangular Rapid Flashing Beacons (RRFBs) and other amenities.

The community has two opportunities to comment on key safety improvements for the future Council Creek Regional Trail:

“At the end of the day, we want people to feel safe using this trail,” said Russ Knoebel, Capital Project Services Division Manager for Washington County’s Department of Land Use & Transportation. “Neighbors and future trail users know which crossings feel tricky or uncomfortable, and their input helps us design safety improvements that actually work for the community.”

Feedback gathered will help refine safety designs for the initial segment of the trail, bringing the community one step closer to a safer, more connected option for traveling between Forest Grove and Hillsboro.

The Council Creek Regional Trail master plan, completed by Metro in 2015, was shaped by extensive community involvement. Residents emphasized the importance of a trail that supports active lifestyles, feels safe and welcoming for all ages and abilities.

That community guidance continues to be reflected today, helping ensure the trail reflects local needs and creates a comfortable, intuitive experience for everyone who will travel along the corridor.
