Affordable Housing Development Portfolio Rehabilitation

Rehabilitate and renovate apartment buildings in the Affordable Housing Development portfolio for long-term affordability and sustainability.

The Housing Authority of Washington County (HAWC) is embarking on a comprehensive renovation at five affordable housing communities called the HAWC AHP4 Portfolio Preservation Project. The communities scheduled for renovation include Bonita Villa, Parkside, Villager, Aloha Park and The Ridge at Bull Mountain. In total, 332 apartments will be modernized to ensure long-term viability and sustainability. This work is wide ranging, and staff has worked with residents on this plan.

Renovations include accessibility modifications, new plumbing, electricity, heating and ventilation systems, appliances, and much more. This project will preserve the affordability of these homes for decades into the future, by leveraging the federal Low Income Housing Tax Credit program which requires the housing be kept affordable for at least thirty years.

HAWC has partnered with development consultants, investors and construction partners to complete roughly $45 million dollars in rehab at these five sites. As the construction has commenced on these five sites, HAWC has been working with its development consultant on a financing and construction plan for the remaining sites.

Bonita Villa

Location: 14650 SW 76th Ave, Tigard
Number of Units: 96

Renovation Plans: Bonita Villa will have a complete modernization of each dwelling unit interior space, which is proposed to include all new energy-efficient appliances, lighting and plumbing fixtures; all new kitchens and bathrooms complete with modern finishes; all new ventilation, electrical and plumbing systems; and new insulated doors and windows. The exterior building plans include all new roofing, siding, decks and stairs, along with new laundry and bicycle storage facilities. All new landscaping, lighting, pathways and paving surfaces are planned, along with accessible routes throughout the property connecting the five, fully-accessible units to all of the property amenities.

Bonita Village

Parkside Apartments

Location: 2715 Main St., Forest Grove
Number of Units: 24

Renovation Plans: Parkside will have selective modernization of each dwelling unit interior space, which is proposed to include all new energy-efficient appliances, lighting and plumbing fixtures, along with all new ventilation systems. The exterior building plans include new entry doors, painted surfaces, and all new laundry facilities. All new landscaping, lighting, and paving surfaces are planned.

Parkside Apartments

Villager Apartments

Location: 1921 Fir Road, Forest Grove
Number of Units: 36

Renovation Plans:The Villager will have a selective modernization of each dwelling unit interior space, which is proposed to include all new energy-efficient appliances, lighting and plumbing fixtures; all new ventilation and new insulated doors and windows. The exterior building plans include all new roofing, siding, decks and stairs, along with new laundry, leasing office and bicycle storage facilities. All new landscaping, lighting, restored pathways and paving surfaces are planned, along with accessible routes throughout the property connecting the four, fully-accessible units to all of the property amenities.

Villager Apartments

The Ridge at Bull Mountain

Location: 14260 SW 112th Avenue, Tigard
Number of Units: 96

Renovation Plans: The Ridge will have a complete modernization of each dwelling unit interior space, which is proposed to include all new energy-efficient appliances, lighting and plumbing fixtures; all new kitchens and bathrooms complete with modern finishes and all new ventilation systems; and new insulated doors and windows. The exterior building plans include all new roofing, siding, stairs and landings, along with added laundry and bicycle storage facilities. All new landscaping, lighting, pathways and paving surfaces are planned, along with accessible routes throughout the property connecting the five, fully-accessible units to all of the property amenities.

The Ridge at Bull Mountain

Aloha Park Apartments

Location: 875 SW 185th Avenue, Beaverton
Number of Units: 80

Renovation Plans: Aloha Park will have a selective modernization of each dwelling unit interior space, which is proposed to include all new energy-efficient appliances, lighting and plumbing fixtures; new bathroom ventilation systems; and new insulated doors and windows. The exterior building plans include all new roofing, siding, decks and stairs, along with new laundry and bicycle storage facilities. All new landscaping, lighting, pathways and paving surfaces are planned, along with accessible routes throughout the property connecting the four, fully-accessible units to all of the property amenities.
