Program Overview
Permanent Supportive Housing (PSH) is a housing model that combines affordable housing assistance with support services to address the needs of people experiencing homelessness. Services are designed to build independent living and life skills and connect people with community-based healthcare, treatment, and employment services. This approach has reduced the costs associated with using crisis services, such as shelters and hospitals.
The Housing Authority of Washington County, in partnership with Centro Cultural and CareOregon, is therefore advancing a transformative PSH development in Forest Grove to address chronic homelessness and housing instability in western Washington County. This development will be our first in partnership with the Oregon Housing and Community Services' PSH Institute, which provides best practices training, qualifying this project for further funding. The project will on a new infill development on a 1.5-acre lot purchased by the Housing Authority on December 18, 2025.
The new community will provide 45 homes, primarily studios and one-bedroom apartments, designed with trauma-informed principles to create safe, supportive environments for single adults and/or couples. Each unit will serve households who have substance use disorder and/or mental illness, who are experiencing or at risk of prolonged homelessness. Centro Cultural will provide culturally specific resident services, while Care Oregon will help identify a behavioral health provider that provides wraparound services, including connections to health care, employment, and community benefits.
Location
Located at 3127 Pacific Avenue, the new community will offer proximity to frequent TriMet bus service, grocery stores, healthcare, Pacific University, a senior center, libraries, and the future West County access center in Cornelius, giving residents convenient access to essential services and community amenities. The building will include spaces for on-site case management and property management, as well as communal indoor and outdoor areas to foster community and stability.
Funding
The project’s current expected cost is $42.25 million. The Department of Housing Services has secured a $3 million grant from Care Oregon and is in the process of securing $6.74 million through the Metro Affordable Housing Bond. Additional funding is anticipated from Oregon Housing and Community Services through an award of Low-Income Housing Tax Credits. The department is also seeking $2 million in a federal earmark.
Community Engagement & Timeline
Forest Grove PSH will include a Community Engagement Plan with community stakeholder conversations, hosting several community meetings, and connecting with the Forest Grove service provider network.
