Learn more about Washington County's effort to make homelessness rare, brief and non-recurring in our community by attending a Homeless Solutions Advisory Council (Solutions Council) meeting. Meetings occur on the third Thursday of every month from 2:00 PM to 3:00 PM.
The Solutions Council (formerly the Homeless Plan Advisory Committee and Continuum of Care (CoC) Board) is appointed by the Washington County Board of County Commissioners to provide oversight and feedback on the work of the Homeless Services Division. Solutions Council members engage with and promote Washington County’s homelessness response plans, while encouraging collaborative partnerships across a wide array of service systems.
The Solutions Council also serves as the as the CoC Board and provides oversight of budgeting and program investments for all funding for homeless services including the voter approved Supportive Housing Services, the Governor’s Executive Order initiative on homelessness, and other state, federal and local resources.
The Solutions Council conducts their role with a goal of supporting Washington County and the Department of Housing Services, Homeless Services Division to ensure homelessness is rare, brief, and non-recurring.

Solutions Council Technical Subcommittees
Performance Evaluation
The Performance Evaluation Technical Subcommittee of the Homeless Solutions Advisory Council reviews annual system performance reports and makes recommendations for overall system improvements that county staff will apply to funding decisions.
Lived Experience
The Lived Experience Advisory Committee of the Homeless Solutions Advisory Council is comprised of persons who have experienced homelessness in our community and who are interested in providing feedback relating to all aspects of Washington County’s Homeless Services programming as well as its strategic and annual work plans.
