Woodspring's Pilot Program Timeline

A timeline of the program's status updates since its inception.

Change of Address

March 2023 Updates

On 03/14/2023, the Housing Authority of Washington County (HAWC) received authorization at a Housing Authority Board of Directors’ meeting for the executive director to negotiate and enter into a purchase and sale agreement. This enables HAWC to pursue the necessary property and financial due diligence to purchase Woodspring, preserving the property’s affordability rates for all current residents. If successful, we will be able to preserve the property’s affordability rates for all current residents. Negotiations are still ongoing however and a deal may not occur. We encourage you to keep planning your next steps as you have been prior to this update. 

Meanwhile, we are happy to confirm the short-term assistance program will still move forward regardless of the outcome. We will continue to communicate the latest developments with tenants in a variety of means, such the website, phone calls, mail, and meetings.

February 2023 Updates

02/08/2023: To alleviate any confusion among residents, please find the following program breakdown: - 

The maximum program fund is not to exceed $450,000. Of that:

  • $250,000 is for direct tenant subsidies, which are to be divided by the number of eligible households;
  • $200,000 is for staff and administration, and from that amount;
  • Up to$150,000 is for direct service staff who are 100% dedicated to serving Woodspring's residents;
  • Up to$50,000 is for administrative costs such as finance, legal, etc.

Washington County will only receive funding from OHCS as we invoice for the expenses above. If we don’t reach program maximums for staffing and administration costs, we do not keep those funds in any way.

On 02/07/2023 staff from Washington county emailed registration packets to Woodspring's tenants and will mail out paper copies to residents this week. The printable registration packet and FAQs can be found below:

On 02/02/2023 a draft application for the "Short-Term Assistance for Tenants with Expiring Affordability" program has been completed and we are waiting for the final sign off from our partners at OHCS. The County plans to reach out to residents as soon as it receives that approval, potentially as early as next week. Thank you for your patience and understanding during this difficult time.

January 2023 Updates

On 01/12/2023, Washington County organized a meeting at Tigard Covenant Church to provide the residents of Woodspring an in-person session to ask about the soon-to-launch program. As we finalize the program, we continue to make efforts to reach as many Woodspring tenants as possible, whether by virtual meetings, in person meetings or mailings. We are finalizing the list of all units to ensure we make maximum effort to contact every tenant and are hoping to hold weekly appointments where we can be on-site to meet directly with tenants.

The IGA between OHCS and Washington County stipulates the requirements for this program linked below:

The IGA stipulates that subsidy payments are capped at $250,000 total ($3,000 per household). The remaining $250,000 funds the Housing Specialist position, other related staffing costs, and administrative costs. We are finalizing the application process to ensure it meets State requirements, and plan to make it available for tenants to register in January and February 2023.

December 2022 Updates

On 12/06/2022 staff from Washington County met with the Woodspring Tenant Association via Zoom, and on 12/17/2022 staff were invited to the Woodspring Tenant Association's Zoom meeting to discuss the launch of the county's Woodspring pilot program. The county will also provide the same information at an in-person meeting on 01/12/2023 at Tigard Covenant Church. Notification of that upcoming in-person meeting to tenants will occur later this month, with the goal of meeting as many folks as possible. Ensuring equitable access to information for all tenants at Woodspring is very important to us.

We are also working to finalize registration materials for a planned enrollment in mid-January. For more information, including an updated timeline, please refer to the flyers above that were mailed to tenants on 12/17/2022.

October 2022 Updates

In September, the Intergovernmental Agreement between Washington County and OHCS was finalized, allowing staff to move forward with final program design and communication. On 09/29/2022 Washington County mailed out informational fliers on the program to the Woodspring residents.

Program details such as qualification requirements and application timelines will be set in stone once staff is hired, and the Woodspring Tenants Association is consulted. As further information becomes available, we will continue to share resources and details with tenants.

Pilot program's anticipated timeline

  • January 2023: Registration for program begins
  • February 2023: Disburse payments to qualifying tenants.
  • March – May 2023: Offering financial planning and relocation assistance into Fall 2023.

NOTE: These timelines are subject to change based on hiring & funding constraints.
