PURPOSE

The Accounting Assistant II classification performs a variety of accounting support duties involving financial record keeping and/or transactions.

DISTINGUISHING CHARACTERISTICS

The Accounting Assistant II is the full journey level class within the Accounting Assistant series. Employees within this class are distinguished from the Accounting Assistant I by the performance of the full range of duties as assigned. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from the Accounting Assistant I level.

SUPERVISION RECEIVED AND EXERCISED

The Accounting Assistant II receives general supervision from an administrative or accounting employee.
The Accounting Assistant II may exercise technical supervision over accounting or clerical employees of a lower grade.

ESSENTIAL JOB DUTIES

Duties may include, but are not limited to, the following:

1. Maintains financial records and supporting ledgers according to established classifications, including expenditures, receipts, and accounts payable and receivable.

2. Prepares, reviews, and posts journal entries to the County financial system and reconciles general ledger account balances; Researches and resolves reconciliation issues as necessary.

3. Reconciles and balances bank statements, checks, cash on hand, bills, and receipts issued.

4. Prepares statements of expenditures, receipts, cash balances, inventories, etc.

5. Assists in creating a positive and supportive work environment; enforces a safe workplace; establishes a culture of teamwork and communication; creates a workplace that promotes the organizational values of access and opportunity and actively promotes an environment respectful of living and working in a society accepting of all.

6. Computes time records, payrolls including voluntary and involuntary deductions, construction and maintenance costs, etc.

7. Prepares billings, sends notices, writes letters, and makes phone inquiries concerning payments due for County services.

8. Prepares purchase orders and assists in general clerical functions of the office.

9. Answers inquiries of the public concerning payments and services; collects payments and issues receipts.

10. Accesses, inputs, and retrieves data from financial information systems, spreadsheets, and other software in the performance of routine accounting duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of:

  • Financial and accounting recordkeeping practices and procedures.

  • Applicable federal, state, and local laws.

  • Modern office methods and procedures and computer equipment.

  • Basic mathematical principles.


Skills to:

  • Provide timely, effective, and efficient customer service to citizens, clients, and other employees.

  • Interact patiently with individuals making inquiries regarding various County programs and services, who may have little or no experience or knowledge of the services provided.


Ability to:

  • Prepare financial statements.

  • Operate a typewriter, calculator, computer terminal, and other office equipment.

  • Enter data at a speed necessary for successful job performance.

  • Perform procedures in an organized and accurate manner.

  • Accurately count, record, and balance assigned transactions.

  • Understand and carry out oral and written instructions.

  • Communicate effectively both orally and in writing.

  • Establish and maintain cooperative working relationships with individuals and groups who come from diverse backgrounds and represent members of the public, coworkers, and/or vendors.

MINIMUM QUALIFICATIONS


Education and Experience:

A typical way to obtain the knowledge and abilities would be:

  • A high school diploma or equivalent;AND

  • One (1) year of general clerical experience including some financial record keeping.

ADDITIONAL LICENSES, CERTIFICATES, PHYSICAL ABILITIES AND SPECIALTY REQUIREMENTS

  • Some positions require a driver's license valid in the State of Oregon and an acceptable driving record per Washington County policy.

  • Some positions may be required to pass a criminal background check.
