For four decades, the Major Streets Transportation Improvement Program (MSTIP) has strengthened connections across Washington County—linking neighborhoods, supporting our local economy, and making everyday travel safer and more accessible for everyone.
MSTIP is a countywide program that has funded more than 160 transportation improvements in cities and unincorporated areas throughout Washington County. These projects help people travel safely and reliably, whether they walk, roll, bike, take transit, or drive.

MSTIP40 BINGO – Rules and Guidelines
Celebrate MSTIP40 by taking the roads often traveled through Washington County!
Explore MSTIP project sites, spot features on your card, and earn fun retro merch (plus a shot at the grand prize).
Here’s how to play:
- Grab your official MSTIP BINGO card at any Washington County Ambassador Event beginning Saturday, July 11, or download and print your own.
Each commissioner district has its own card—pick yours, or explore a new district for an extra challenge. Not sure which district you're in? Use our Find Your Commissioner District Map. - From July 11 to September 12, visit any MSTIP project site and mark off the features you see.
- Score 5 in a row for a MSTIP — or go big with a BLACKOUT and complete the whole board.
- Finished your board? Bring your card to any MSTIP40 Signature Ambassador Events for retro prizes and be entered for a chance to win the grand prize OR email a scan/photo of your card to [email protected] no later than September 13 to be entered into the grand prize drawing.
- Four winners will be selected on September 14 and will be contacted to pick up their prize.

A Story of Innovation & Community Investment
MSTIP began with voter-approved levies in 1986, 1989, and 1995.
In 1997, Oregon’s Measure 50 incorporated the MSTIP 3 levy rate into a new permanent County property tax rate. Since then, the Washington County Board of Commissioners has continued to allocate dedicated funding to maintain and grow this program.
Since its inception in 1986, MSTIP’s direct and leveraged funding has generated more than $1.35 billion in transportation investment projects across Washington County. Each funding cycle is developed with local jurisdictions and the community, ensuring the program reflects shared needs and community priorities.
