Celebrate Springville Road Improvements!

Join the community, elected officials, and Washington County staff to celebrate the completion of the Springville Road projects!

The ceremony and ribbon cutting is Friday, April 17 at 1pm near Springville Road and 173rd Avenue.

Commissioners and staff will speak about the road projects. Remarks will be followed by a ribbon cutting and an opportunity to walk the Springville Road multiuse path.

The event marks the completion of improvements designed to improve safety and traffic flow around Portland Community College (PCC) Rock Creek and the growing North Bethany community.

Improvements to Springville Road were supported by the North Bethany County Service District for Roads, a unique fund designed to improve the transportation system in this urban unincorporated community.

The work improved Springville Road from 185th Avenue intersection to Kaiser Road in four phases:

  • 185th Avenue to 181st Avenue – completed 2017
    • Installed new traffic signal at 185th Avenue
    • Added dedicated turn lanes onto Springville Road
    • Smoothed out the hill in 185th Avenue to improve sight distance
  • 181st Avenue to Concordia Court – completed 2019
    • Improved access to the PCC Rock Creek Campus
  • Joss Avenue to Kaiser Road – completed 2021
    • Improved traffic flow and sight distance
    • Added dedicated right turn lane from Springville Road to Kaiser Road
  • Joss Avenue to PCC Rock Creek – completed 2026
    • Replaced two culverts for improved water flow and fish passage
    • Installed a new traffic signal at Joss Avenue

Each project installed bike lanes, sidewalks and streetlights, creating a safer active transportation experience. Center turn lanes and water quality improvements added.

Two pedestrian improvement projects were also completed during this time:

  • Rectangular Rapid Flashing Beacon - Enhanced Pedestrian Crossing at 173rd Avenue – completed 2017
  • Samuel drive to Rock Creek Recreational Facility pedestrian improvement – completed 2021
