Washington County is improving public access to land use cases by transitioning all Land Use Hearings with the Hearings Officer to the County’s Civic Web portal beginning in June. This transition creates a centralized location where community members can find hearing dates, agendas, staff reports, and supporting materials.
The Civic Web portal already serves as the home for the County’s boards and commissions. Adding Hearings Officer content will provide a more integrated, seamless, and consistent public experience. Hearings Officer details will now appear on the Civic Web calendar and in the list of upcoming meetings, offering community members a single, reliable point of access.
What the Community Can Do on the Civic Web Portal
Within the portal, community members are able to:
- View upcoming and past hearings using the calendar
- Review agendas and supplemental documents under the Agenda Packet tab
- View past hearings with timestamped video using the splitscreen option within each agenda
About Land Use Hearings with the Hearings Officer
Monthly public hearings are held for:
- Type III land use applications, where the Hearings Officer hears testimony from staff, applicants, and interested parties before issuing a decision.
- Appeals of Type I, Type II, or Director’s decisions.
- Code Compliance/Notices of Civil Violation (NCVs) for building and development code violations. These hearings function similarly to court proceedings and generally do not include public testimony.
Land Use Hearings with the Hearings Officer are generally held on the third Thursday of every month in a virtual format. Hearing dates are subject to change based on workload, and additional hearings may be scheduled as needed.
Transition Timeline
The upcoming May 21 hearing date materials will be available both in its current location on the Department of Land Use & Transportation’s webpage, and on Civic Web as part of the transition.
Beginning in June, the Civic Web portal will be the exclusive home for all Hearings Officer materials.
