Glencoe Road and West Union Road Intersection Improvement

An improvement at the intersection of Glencoe Road and West Union Road is needed to accommodate increased traffic in the North Plains area.

We will improve the intersection with a traffic signal. A roundabout was also evaluated but not possible due to proximity of a rail crossing to the intersection.

Pedestrian and biking improvements will also be built. Pedestrian and bike facilities will connect to the multi-use path that parallels West Union Road along the south side, east of the intersection. Storm drainage and limited street lighting will also be improved.

We gathered feedback on the public's preferences and concerns during early project design. We shared about current conditions at the intersection, and what the features of the roadway may look like based on the County and City's standards:

Feedback from the open house will be used to inform the project design.

Concerns or requests about currently-existing speed limits and signage (3 comments)

We have forwarded requests to change currently-existing signage and speed limits outside of this project’s scope to our Traffic Engineering division for their review and response.

Prefers signalized intersection to roundabout (2 comments)

A roundabout was evaluated but not possible due to proximity of a rail crossing to the intersection.

Concerned that a traffic signal will create traffic backups (2 comments)

The traffic signal is expected to improve traffic flow. A four way stop will not be adequate to accommodate the flow of projected future traffic volumes.

This project will include some form of vehicle and bike detection to reduce the amount of time spent waiting during low-traffic periods.

Questions about coordination between traffic signal and railroad track (2 comments)

The traffic signal will be coordinated with the rail crossing to clear northbound and southbound traffic prior to the railroad gate coming down. Eastbound and westbound traffic would move while the railroad gate is down.

Concerned about sight distance at the intersection and railroad tracks (1 comment)

Sight distance at the intersection and adjacent side streets will be evaluated and addressed as needed as part of this project, including vegetation, utility poles and other impacts.

Concerned about impacts to already existing bicycle and pedestrian facilities, landscaping or other improvements in the public right-of-way (1 comment)

Future design work will determine if there will be impacts to existing facilities, landscaping or other improvements in the public right-of-way. If there are impacts, the facilities or other items are likely to be replaced as part of the project.

Request to extend bike lanes on West Union Road west of North Plains (1 comment)

This request falls outside of the scope of this project.

We don’t currently have funding identified for projects where sidewalk or bicycle facilities are built alone. However, we are accepting project proposals in the event that funding becomes available.

Request to remove the triangle pedestrian crossing island at the southwest corner of the intersection (1 comment)

We will be evaluating the intersection design as part of this project, including the pedestrian crossing island. Pedestrian crossing islands reduce the distance pedestrians need to cross the intersection.
