Washington County Solid Waste and Recycling handles code enforcement in unincorporated Washington County. Use the MetroMap tool to see if the address in question is in unincorporated Washington County or a city. If the address is in a city, contact that city for information about code enforcement. For urgent issues, call the Sheriff’s Office non-emergency number at 503-629-0111. For emergencies, dial 9-1-1.
Accumulation of garbage
A Solid Waste & Recycling code enforcement officer will investigate the following conditions to determine if a violation is present:
- Accumulation of garbage that attracts pests, insects, rodents or animals
- Piles of uncontained materials that create a public safety or environmental hazard

Illegal dumping
Solid Waste & Recycling does not handle all reports of illegal dumping. Here is where to report illegal dumping by location.
- Private property: The property owner is responsible for the clean-up. If the property owner has information about who is responsible, then a Solid Waste & Recycling code enforcement officer can investigate. File a complaint.
- Right of way: To report debris or garbage on the sidewalk or road, call Washington County Land Use and Transportation at 503-846-ROAD (7623) or email [email protected]. To report road hazards outside of normal business hours (8 a.m.- 5 p.m.), call Sheriff’s Office non-emergency number at 503-629-0111.
- Public property: To report illegal dumping on public property, such as a bike path or park, in the Metro regional service district, call Metro’s RID Patrol at 503-234-3000 or file an online report for dumped garbage.
