UPDATE: Four Persons Arrested Related to Overdose Death

In the early morning of June 7, 2023, The Westside Interagency Narcotics (WIN) team investigated a potential overdose death of a Washington County resident.

The WIN team was able to identify the source of the narcotics through multiple levels of drug dealers, which culminated in the service of a search warrant at a hotel in the city of Portland with the assistance of the HIDTA Interdiction Task Force (HIT), Portland Police Bureau (PPB), and Homeland Security Investigations (HSI).

Manuel Velazquez-Estrjo, from Honduras, Jorge Rivera-Nunez, from Honduras, Dennis Palma-Hurbina, from Honduras, and Gretsel Ramos-Balladares, from Honduras, were identified as being involved with the hotel room were taken into custody for federal drug crimes.

Throughout the investigation, more than 6.25lbs of powder testing positive for fentanyl, 4.24lbs of multicolored (rainbow) pills testing positive for fentanyl, 310.5grams of methamphetamine, and $11,707 were seized.

In the past five days, the Sheriff’s Office, along with the Beaverton and Hillsboro Police Departments, have responded to 15 overdoses, all of which are likely related to fentanyl use.

Out of the 15 overdoses, four were fatal, and the Westside Interagency Narcotics Team (WIN) has assisted the Washington County Medical Examiner with investigating those deaths.

  • Six overdoses and one fatality were in the city of Beaverton.
  • One overdose fatality was in the city of Hillsboro.
  • Five overdoses and two fatalities were in the unincorporated area of Washington County.

All of these cases are under investigation by the WIN team and the Washington County Medical Examiner’s Office. Users are warned that there may be a batch of fentanyl circulating the street that is particularly dangerous to use.
