Washington County Small Business & Workforce Support Network

Supporting a thriving economic ecosystem with clear access points for all small businesses, entrepreneurs, and job seekers is crucial for fostering a robust local economy. Our Economic Development Program is focused on strengthening the network of nonprofit business and workforce support organizations active across the County through the growing Small Business & Workforce Support Network.

All nonprofit business and workforce support organizations serving Washington County businesses and entrepreneurs are welcome to participate. If you represent a business or workforce support nonprofit organization and would like to participate, please email: [email protected].



Economic Recovery and Resiliency

Throughout the COVID-19 public health emergency and corresponding economic downturn, Washington County proactively responded with a range of small business and workforce support programs.

Federal CARES Act

In 2020, the County allocated millions in Federal Coronavirus Aid, Relief, and Economic Security (CARES) Act and other funds for small businesses, either directly or through partnerships with a variety of entities—cities, community based-organizations (CBOs), and others.

Initially, the County focused on responding to the immediate needs of the small business community by providing emergency aid as well as guidance and resources for safe reopening by collaborating with community partners.

American Rescue Plan Act (ARPA)

In September 2021, the Washington County Board of County Commissioners (Board) allocated American Rescue Plan Act (ARPA) funds to our Economic Development Program. Guided by our nationally recognized ARPA framework, this funding allocation was used to enhance business and workforce support services for communities impacted by the COVID. This included technical assistance and adult training/career development programs managed by community partners.

Capacity Building

Washington County worked to build capacity within local nonprofit business and workforce support organizations to promotes long-term economic resiliency. Capacity building grants fund internal planning needs, feasibility studies, program development, and/or professional development opportunities for staff and technology infrastructure to help grow nonprofit business support organizations and increase the number of small businesses, entrepreneurs, and job seekers.
