As strong winds began to impact the greater Portland area in the late afternoon of Monday, Sept. 7, Washington County experienced numerous incidents of downed trees and power lines, leading to fire starts across the county. Although Washington County fire service agencies have been heavily challenged, fire containment and suppression efforts have been largely successful.

The Daily Update is intended to provide a summary of public agency response addressing local wildfires and hazardous air quality due to smoke currently affecting Washington County residents. Due to the dynamic nature of the situation, the information in this report may become quickly outdated. For more immediate updates as changes unfold, please visit any of the social media sites listed above or follow local news outlets in your area.

Powerline Fire (via Oregon Department of Forestry as of 9/14 @ 11 a.m.):

  • Location: South of Hagg Lake near Dundee Road
  • Fire status: Over the weekend the fire was contained. Firefighters continue work to cool hot spots and keep the fire within the perimeter. The burned area is estimated at 126 acres. No future growth is expected. The Oregon Department of Forestry turned the management of the fire over to Gaston Rural Fire District. Crews will work to retrieve hose and other equipment from the fireline and patrol the area to watch for any unexpected flare ups while waiting for rains to fully extinguish the fire. While the fire has been contained, fire managers would like to ask everyone to practice vigilance to ensure that no new fire starts occur. There will be small amounts of smoke coming from the area within the perimeter of the fire. Scoggins Valley Park and Henry Hagg Lake will remain closed until further notice. Deputies in the area will be doing routine patrols.
  • Lead Agency: Gaston Rural Fire District
  • Evacuations: All evacuation levels have been lifted.
  • Evacuation reception site: Washington County’s Westside Commons (formerly known as the Fair Complex) is available to support animal welfare from affected areas and an evacuation camp site for families in RVs. Brown Park located at 113 SW Gaston Road, Gaston, is available for general camping and families in RVs with power and water hookup capabilities. Evacuees should bring masks and hand sanitizer and follow COVID-19 precautions. 

Chehalem Mountains/Bald Peak Fire (via Tualatin Valley Fire & Rescue as of 9/14 @ 2 p.m.): 

  • Location: SW Weaver Drive near Jaquith Road. Mostly in Washington County with some expansion into Yamhill County.
  • Fire status: The fire is 100% contained. TVF&R firefighters will continue mopping up this week. Three barns were lost but all homes have been protected with no injuries to residents, firefighters or animals. The cause of the fire remains under investigation. TVF&R is planning a virtual community meeting this week and will mail packets to residents..
  • Lead Agency: Tualatin Valley Fire & Rescue (TVF&R)

Animal Care: (as of 9/14 @ 9:30 a.m.):

  • The Washington County Fairgrounds/Fair Complex/Westside Commons continues to accept animals from those forced to evacuate from affected areas. RV sites are available for owners of the animals and other fire evacuees as well. The Washington County Sheriff’s Posse and 4-H volunteers are providing care for the animals if the owners are not able to remain onsite. Volunteer hours are limited to prevent exposure to poor air quality.
  • Currently there are 270 evacuated animals onsite along with one RV camper. Capacity exists for additional animals, but the operation is focused on animals evacuated from neighboring counties. The County has provided KN95 masks to help protect staff and volunteers from hazardous air quality conditions.
  • Due to poor air quality, Animal Services and the Bonnie Hays Animal Shelter will be closed to the public for anything other than emergency response. Staff will be on-site to care for animals, intake stray dogs and injured pets and reunite lost pets. Animal Services Officers will prioritize emergency calls, including assisting law enforcement and first responders.

  • Please keep pets indoors as much as possible with only short bathroom breaks outside, as they are susceptible to the effects of the smoke and poor air quality too. More info here.

Weather Forecast (via National Weather Service Portland as of 9/14 @ 9:30 a.m.):

Continued widespread smoke and temperatures up to 75 degrees. A Dense Smoke is in effect. Smoke is expected to gradually thin later today and smoke may remain in the lowlands through Thursday.

Health Guidance:

  • Air quality is expected to remain unhealthy-hazardous until at least Thursday. Monitor the air quality where you live by visiting https://www.airnow.gov/. Stay inside as much as possible with doors and windows closed. Children, older adults, and those with existing heart and lung conditions are at highest risk for serious health complications from wildfire smoke. Use high efficiency particulate air (HEPA) filters if possible. Create a clean air room in your home.
  • State workplace and public health officials are urging employers to stop or delay outdoor work activity where they can and take other reasonable steps to protect workers when air quality reaches the "unhealthy" zone, or worse.   • Going outside can cause long-term health consequences. Read OHA’s frequently asked questions about wildfire and health and how to protect yourself here: https://sharedsystems.dhsoha.state.or.us/DHSForms/Served/le8626.pdf.
  • Do not add to indoor air pollution. Do not use anything that burns, such as candles, incense, fireplaces, cigarettes or gas stoves. Avoid frying or broiling when cooking. Do not vacuum.
  • Remember COVID-19 precautions: Be careful if you are taking shelter with people outside of your regular household. Use physical distancing and face coverings while you’re inside. Cloth face coverings do not protect from smoke. 
  • Maintaining your health is as important as ever right now. Drink lots of water. Eat balanced meals. Stretch and move your body indoors. Don’t smoke. Listen to your body and contact a healthcare provider if you are experiencing symptoms of smoke irritation.

Houseless populations:

The Joint Office of Homeless Services is coordinating a 24-hour shelter at the Convention Center. Please advise people to call 211 to get details and arrange transportation. Mental Health Resources:

This is an incredibly difficult time for everyone. If you feel overwhelmed and need to talk to someone, call the Washington County Crisis Line at 503-291-9111 (24/7). Due to poor air quality, the Hawthorn Walk-in Center for mental health and addictions care is currently closed to in-person visits. Assistance is available over the phone and by video by calling 503-291-9111 (9 a.m. - 8:30 p.m. daily).

Donations and Other Guidance:

There is currently no known demand for donated items to assist Washington County wildfire evacuees or emergency responders. Many people want to help by making a donation. But it takes a lot of work to collect, organize, and distribute physical materials. Usually, the best way to help is with a financial donation to relief organizations actively responding to the disaster. Consider the following organizations: American Red Cross, Team Rubicon, Salvation Army, Northwest Baptist Disaster Relief, Wildland Firefighters Fund, Oregon Food Bank, Oregon Humane Society. Additionally, Travel Oregon has compiled a list of organizations throughout the state that are supporting the communities hardest hit by the wildfires.

The Oregon Office of Emergency Management has a disaster volunteers and donations portal that lists organization who are accepting donations. Organizations seeking support may register there as well.

Whether your household is close to a fire or not, everyone is encouraged to sign up your mobile phone for Public Alerts to receive evacuation or other emergency notifications now in the future. Information about how to sign up can be found at PublicAlerts.org or by visiting the Washington County Consolidated Communications website at www.wccca.com. Insurance Information:

The Oregon Division of Financial Regulation offers the following tips for homeowners and renters whose property has been impacted by fire, smoke and ash:

  • Call your home insurance company to check your policy. Make the company aware if you were evacuated.
  • Call your auto insurance company to check your coverage for wildfire-related damage to your vehicle(s).
  • If you had to evacuate, save receipts. Homeowner/rental policies may cover expenses such as lodging, food and even pet boarding due to mandatory evacuation. Check with your company for specific coverage.
  • If you did not evacuate, do a quick home inventory with photos and/or videos of each room, including what's on walls and in drawers and closets. Don't forget the garage and storage areas.  Sample checklist
  • Create an inventory list of damaged personal belongings. Looking through photos and videos is helpful for recall of personal items. If possible, include the age, original cost and replacement cost of each item.

Additional Information:

  • On Friday, September 11 at 9:30 a.m., the Washington County Board of Commissioners met to declare an emergency until September 29, 2020, under ORS 401.305 and Washington County Code Chapter 8.36 to support response activities for the Oregon wildfires.
    • On September 10, the cities of Banks and Cornelius, as well Gaston Rural Fire District declared states of emergency. Banks Fire District#13 declared a state of emergency on September 11.
  • Due to the extremely hazardous air quality conditions generated by the wildfires, Washington County government, school districts, and cities throughout the county ceased or curtailed activities on Friday and Monday. Please check the webpages or social media feeds of public agencies about their status.
  • TriMet is actively monitoring the wildfires and air quality. Some service may be delayed, and buses may be detoured if an area becomes unsafe. Residents are asked to consider delaying travel plans and remaining indoors until air quality improves.
  • On September 9, Governor Kate Brown issued an executive order #20-42 that empowers the Attorney General and the Oregon Department of Justice to investigate and take appropriate action against businesses that price-gouge Oregonians for lodging and other essential goods and services during the current Wildfire Emergency. A medida que los fuertes vientos golpearon los alrededores de Portland la tarde noche del lunes 7 de Sept., el Condado de Washington sintió numerosos incidentes de árboles derribados y líneas de suministro eléctrico dañadas que a su vez dieron inicio a incendios a través del condado. Pese al gran reto para las agencias de servicios apagafuegos del Condado de Washington, la contención del fuego y los respectivos esfuerzos para ello han tenido bastante éxito.

Como agencia de respuesta pública, ‘Daily Update’ tiene por objetivo brindar un resumen de la actividad local respecto a incendios forestales y la consecuente calidad de aire ambiental debido al humo que afecta a los residentes del condado. Debido a la dinámica naturaleza de la situación, los datos de estos informes pueden cambiar de pronto. Incendio de Powerline Fire (informe de Oregon Department of Forestry, 14 de Sept., 9 a.m.):

  • Ubicación: al sur de Hagg Lake, cerca de Dundee Road
  • Estatus: se contuvo el incendio durante el fin de semana. Los bomberos siguen trabajando a fin de aplacar los puntos candentes y mantener las llamas dentro del perímetro. El fuego continúa sobre un estimado de 126 acres. No se espera más desarrollo del fuego. El Dpto. forestal de Oregon ha pasado el cargo del control del incendio al distrito rural de Gaston. Las cuadrillas seguirán recogiendo mangueras y demás equipo del área de fuego y patrullarán la región para vigilar que no surjan llamaradas inesperadas mientras se espera que la lluvia las extinga por completo. Aun cuando se ha contenido el fuego, los comandantes solicitan al público en general que sea precavido y se cerciore que no haya fuego nuevo alguno. Seguirán pequeñas cantidades de humaredas partiendo dentro del perímetro del incendio. El parque Scoggins Valley Park y Henry Hagg Lake permanecerán cerrados hasta nuevo aviso.

Chehalem Mountains/Bald Peak Fire (informe de Tualatin Valley Fire & Rescue, 14 de Sept., 9 a.m.):

  • Sitio: SW Weaver Drive cerca de Jaquith Road. Mayormente en el Condado de Washington con algo de extensión sobre el Condado de Yamhill.
  • Estatus: los bomberos han avanzado considerablemente en esa área. La parte quemada se estima ser de 875 acres, y se calcula que el fuego se ha contenido en un 75%. Aprox. 30 bomberos de TVF&R están terminando sus actividades.  Hay también grupos del Dpto. forestal de Oregon mojando puntos candentes y recogiendo restos de árboles derribados. PGE trabaja arduamente para restablecer el servicio de suministro. Se perdieron tres graneros pero todas las casas quedaron protegidas y no hubo residentes, bomberos o ganado lesionado.
  • Agencia a cargo: Tualatin Valley Fire & Rescue (TVF&R).

Albergue para animales: (desde el 14 de Sept., 9:30 a.m.):

  • Los terrenos Westside Commons de la antigua feria del Condado de Washington siguen aceptando animales cuyos dueños se vieron forzados a evacuar su propiedad debido al incendio. Cuentan con lugares para RV y para otras personas que salieron a causa del fuego. El Alguacil del condado y sus diputados, así como los voluntarios del 4-H prestan cuidados para los animales si el dueño no puede andar al exterior. Se limitan las horas hábiles con el fin de no estar expuesto al humo ambiental.
  • Hay ahora 270 animales evacuados alojados aquí, y un RV. Hay capacidad para más animales pero la operación se centra en acoger ganado de condados vecinos. El condado ha dispuesto mascarillas tipo KN95 para ayudar a proteger al personal y a los voluntarios de la mala calidad de aire ambiental.
  • Debido al aire ambiental, Animal Services y el albergue Bonnie Hays Animal Shelter cerrará al público para cualquier asunto, salvo casos de emergencia. Habrá personal presente para cuidar animales, recibir perros extraviados y mascotas lesionadas, o para reunir a mascotas extraviadas con sus dueños. Pronóstico del tiempo (del National Weather Service Portland) del 14 de Sept. a las 9:30 a.m.:

Continúa una amplia capa de humo de fuego con aumento de temperatura a 75 grados F.  Sigue en efecto la alerta de humo denso. Se espera que el humo vaya siendo menos hoy aunque es posible que permanezca en las regiones bajas hasta el jueves.

Asesoría y dirección para su salud:

  • Se anticipa que la calidad del aire seguirá entre ‘insalubre y peligrosa’ por lo menos hasta el jueves. Esté al tanto de la calidad de aire ambiental donde vive, vea: https://www.airnow.gov/. Hasta donde le sea posible, quédese adentro y cierre puertas y ventanas. Niños, ancianos y quienes padezcan enfermedades del corazón o pulmón se encuentran bajo el mayor riesgo de complicaciones debido al humo de los incendios. Utilice hasta donde pueda filtros de alta eficiencia para aire, recogedores de partículas (o HEPA). Haga de su habitación un espacio de aire limpio mediante uno de estos filtros.
  • Oficiales estatales del lugar de trabajo y de salud pública instan a los empleadores detener –o demorar– las tareas al exterior donde se pueda, así como tomar otros pasos dentro de lo razonable para proteger al trabajador cuando el aire llegue a la zona “unhealthy” (insalubre), o peor.   • Recuerde las precauciones del COVID-19: tenga cuidado si ha salido por evacuación y se encuentra en un albergue, con amistades o familiares. Siga el distanciamiento físico y cubrebocas aun adentro. La mascarilla cubrebocas NO protege contra el humo.
  • Utilice un abanico para limpiar el aire: si por coincidencia ya tiene las cosas necesarias para improvisar esto, como sea use filtros de calidad y aprenda a construir correctamente un ventilador con filtro de aire para el interior de su casa.   • Manténgase saludable, ahora es de suma importancia. Beba bastante agua, coma una dieta balanceada. Estírese y mueva el cuerpo ahora que está dentro de su casa. NO fume. Preste atención al cuerpo y si siente síntomas de irritación por humo de fuego, llame al doctor.

Poblaciones sin casa (Houseless populations):

La oficina conjunta de servicios a personas sin techo (Joint Office of Homeless Services) está coordinando la disposición de albergue las 24 horas en el Convention Center. Por favor diga a personas que llamen al 211 para informarse y hacer arreglos de transporte. Recursos para salud mental:

Dado el empeoramiento de la calidad del aire ambiental, el centro Hawthorn Walk-in (donde no hay que hacer cita) para salud mental y adicciones ha interrumpido las consultas en persona. Ofrecen asistencia por teléfono y por video, llame: 503-291-9111 (a diario, 9 a.m. - 8:30 p.m.). Este mismo número opera las 24 horas del día, toda la semana para ayuda en casos de crisis.

Donaciones y demás orientación:

Por ahora no hay necesidad de donar artículos al Condado de Washington para ayudar a la gente que ha evacuado o para socorristas de emergencia. Como se vayan organizando tanto donaciones como voluntarios, el condado dará a conocer cómo puede usted ayudar. En este momento la mejor manera de apoyo comunitario es económicamente a través de organizaciones de alivio que están prestando sus servicios durante estos desastres presentes. En estos casos mucha gente desea ayudar mediante su donación; pero toma mucho trabajo juntar, organizar y distribuir material físico. Suele ser mejor el donativo monetario directo a las agencias que reaccionan para ayudar a los afectados, como estas: American Red Cross, Team Rubicon, Salvation Army, Northwest Baptist Disaster Relief, Wildland Firefighters Fund, Oregon Food Bank, Oregon Humane Society. Así también, Travel Oregon ha preparado su lista de organizaciones de todo el estado que asisten a las comunidades más impactadas por los incendios.

Información adicional:

  • El viernes 11 de Sept. a las 9:30 a.m., la Junta de comisionados del Condado de Washington se reunió para declarar la emergencia hasta el 29 del mes corriente, 2020 bajo el estatuto ORS 401.305 y el código 8.36 del condado a fin de apoyar las actividades de respuesta ante dichos incendios en Oregon.
    • El 10 de Sept. las ciudades de Banks y Cornelius, así como el distrito rural de Gaston declararon estados de emergencia. El Dpto. de bomberos #13 de Banks declaró estado de emergencia el 11 de Sept.
  • Debido a la calidad extremadamente dañina aire ambiental producido por los incendios forestales, el gobierno del Condado de Washington, los distritos escolares, así como las ciudades a lo largo del condado han cesado o disminuido sus actividades para el viernes y lunes. Por favor revise los sitios Internet o fuentes de los  medios sociales o agencias públicas para enterarse de las noticias más recientes.
  • TriMet está monitoreando atentamente estos incendios y la calidad del aire. Es posible que haya demora en ciertos servicios y que el transporte sea cambiado de ruta a causa de áreas riesgosas. Se solicita pues a los residentes que tomen en cuenta tales demoras al planear sus viajes y que permanezcan en el interior hasta que mejore la calidad del aire.
  • El 9 de Sept. la gobernadora Kate Brown giró la orden ejecutiva #20-42 que empodera al procurador general y al Dpto. de Justicia de Oregon para investigar y tomar la debida acción en contra de negocios que manipulen o causen escaladas o abuso de precios para alojamiento y demás bienes esenciales a oregonianos durante la  actual emergencia de incendios forestales.
