Leadership appointments in Department of Support Services

Washington County has named Jack Liang as Director of the Department of Support Services and Eva LaBonte will become Assistant Director.

Washington County recently named Jack Liang as Director of the Department of Support Services and Eva LaBonte as Assistant Director. Both have been serving in interim status for the last several months while continuing to manage their other responsibilities as Chief Finance Officer and Human Resources Manager respectively. “Both Jack and Eva have extensive and wide-ranging leadership capabilities which have been especially critical during the County’s response to COVID-19,” said Interim County Administrator Stephen Rhodes. “Their efforts have helped to ensure that the organization has the support and infrastructure needed to keep functioning in this challenging and constantly-changing environment. The County is fortunate to have them in these demanding leadership positions.” 

 

Jack Liang has served as chief finance officer for Washington County for nearly two years. His prior service includes seven years with the City of Portland, most recently as assistant controller. Liang has worked in the financial and accounting field for many years and is a Certified Public Accountant, as well as a Chartered Global Management Accountant. He holds a Bachelor of Science degree in Business Administration from Portland State University. In addition to managing the Finance Division, Liang has served as Interim Director of Support Services since August of 2019. He will continue to directly oversee Finance, Purchasing and Central Services as well as Facilities and Parks Services, Information Technology Services and Fleet Services in addition to his overall responsibilities as department director.  

 

Eva LaBonte joined Washington County in November of 2015 as Manager of the Risk Management Division and also became Interim Human Resources Manager following retirements and restructuring within Support Services earlier this year. She has served for over 20 years in the public sector, holding various positions at both Clean Water Services and Tualatin Valley Fire & Rescue. She also worked for several years at Nike as workers’ compensation program manager. LaBonte holds a Bachelor of Arts with a double major in Business Management and Psychology from Pacific University, and a Master of Science in Industrial/Organizational Development from Portland State University. LaBonte will continue to oversee Human Resources and Risk Management as well as Emergency Management and Support Services Administration.
