County Board approves transportation agreement with Nike

An agreement that will initiate transportation improvements around the Nike campus was approved by the Washington County Board of Commissioners during its Tuesday meeting.

The agreement covers four roadway improvement projects to be constructed over the next several years, totaling about $45.3 million. Nike is paying $10.1 million of that cost in transportation development tax (TDT). Nike's TDT payment was calculated based on the square footage of the expansion occurring at their World Headquarters campus, in accordance with the County's TDT ordinance.

In addition, Nike is dedicating about 2 acres of right-of-way/easements for the road improvements, which will include constructing a portion of the Westside Regional Trail along 158th Avenue. This new segment of the Westside Trail will connect the Tualatin Hills Park & Recreation District (THPRD) Howard M. Terpenning Center, the Nike campus, the Merlo/158th MAX station, and the THPRD Tualatin Hills Nature Park. This regional trail will ultimately extend 22 miles from the Willamette River to the Tualatin River. 

"Nike's TDT contribution and property dedications are allowing Washington County to construct some badly-needed road improvements and a section of the Westside Trail," said Andy Duyck, Board chair. "The agreement represents a public-private partnership that has significant benefits to those who live and travel in Washington County." 

Road improvements identified in the agreement are: 

• 158th Avenue (Walker Road to MAX line south of Jenkins Road): Widen to five lanes, construct a portion of the Westside Trail. Construction is expected to begin this spring, with completion expected by the end of 2016. 
• Jenkins Road (158th Avenue to Murray Boulevard): Widen to five lanes.Construction is expected to begin in 2017, with completion expected in 2018. 
• Walker Road (west of 158th Avenue to Butner Road): Widen to five lanes. Construction is expected to begin in 2018, with completion expected in 2019.
• Walker Road/Murray Boulevard intersection: Additional turn lanes. Construction is expected to begin in 2019, with completion expected in 2020.  

All road projects will include sidewalks and on-street buffered bike lanes.  

The projects are being funded through TDT and the County's Major Streets Transportation Improvement Program (MSTIP).
