Passenger Killed in Head-On Crash

A 63-year-old woman was killed in a head-on crash.

On Friday, October 13, 2023, at 7:27 p.m., Washington County Sheriff’s Office deputies responded to a head-on crash at SE Cornelius Pass Road and SW Augusta Drive in Aloha. 911 callers reported a white Tesla Model S and a blue Honda Civic crashed and one of the passengers in the Civic was unconscious and two people were trapped.

Deputies arrived and worked with Tualatin Valley Fire and Rescue to provide life-saving care while trying to extricate both people. Despite those efforts, the passenger died at the scene. She was identified as 63-year-old Balbina Andrade of Hillsboro; her family was notified of her death.

The inter-agency Crash Analysis Reconstruction Team (CART) was called out to take over the investigation. Witnesses and evidence indicated the driver of the Honda pulled out onto SE Cornelius Pass Road in front of the Tesla, which had the right of way. The Tesla driver tried to avoid the Honda, but did not have enough time to prevent the crash. Speed and impairment were not factors in the crash. The road was closed for just over four hours during the investigation.

The Crash Analysis Reconstruction Team (CART) is a multi-agency team of specially trained law enforcement officers from the Sheriff’s Office, local police departments and the Washington County District Attorney’s Office. The team investigates and reconstructs traffic crashes that may result in the prosecution of felony assault or manslaughter charges. The team can also assist with diagramming crime scenes.
