The Relatives as Parents Program (RAPP) helps grandparents and other non-parent relatives in caring for a relative child or adult child with a disability.

Who we serve 

RAPP helps grandparents and other non-parent relatives who are the primary caregivers for children ages 0-17.  

The program also serves parents and other older relatives living with and caring for an adult child with a disability.  

Eligibility 

You may qualify for RAPP services if you are 55 or older and are: 

  • A grandparent or relative (other than parent) caring for a child age 0-17, or 

  • A parent or relative caring and living with an individual age 18+ with a disability 

Free services  

  • Support groups and social events to connect to other families like yours  

  • Counseling to talk about your experience and get help making decisions  

  • Training to learn skills for providing care and advocating for your own needs  

  • Funds for camps, babysitting or other activities to help you get a break  

  • Supplies to support daily care including clothing, school supplies and furniture 

  • Information and referrals to other services and resources

Oregon Kinship Navigator 

Another great resource is the Oregon Kinship Navigator, a statewide resource and referral service for grandparents raising grandchildren and other relative caregivers. There website houses a resource guide for relative caregivers and a to-do list to those new to parenting a relative child. They also offer a virtual Conversation and Connections group that cover topics such as boundaries, trauma, parenting, grief and more.
