Climate Action Plan
Washington County’s first Climate Action Plan (2025) is informed by community, partner and staff engagement and aims to:
- unify existing and planned department climate work,
- create scalable actions that are responsive to available resources and staff time, and
- ground actions in local health impact and greenhouse gas emissions data.
Climate Hazards and Social Vulnerability Index
The Climate Hazard and Social Vulnerability Index (CHSVI) is a planning tool to help local organizations and governments identify which areas within Washington County are most at risk to climate hazards and support policy and program decisions to build community resilience.

Created jointly by Multnomah, Clackamas and Washington counties, the dashboards use local climate statistics and health indicator data to track and analyze changes about known health issues. They also detect emerging public health threats.
