Transportation planning is a major component of project development.
- Prepares Traffic Impact Statements for applications generating 40 or more average daily vehicle trips (advt).
- Reviews applications impacting County roads to ensure compliance with Community Development Code (CDC) and other County standards.
- Evaluates impacts to the transportation system and identifies necessary improvements.
- Reviews Right-of-Way permit applications to ensure compliance with access-spacing and sight-distance standards.
- Reviews applications subject to the Public Transportation Facilities Standards (Article VII) of the CDC.
Additionally, all new developments are subject to the County’s Transportation Development Tax.
Transportation Impacts of Proposed Development
Development expected to generate additional traffic on public roads may require the inclusion of facilities improvements within the public right-of-way to offset the traffic impact.

For developments proposed in incorporated municipalities of Washington County, an initial Transportation Assessment provides an up-front report of right-of-way improvements required to offset traffic impacts.
Pre-Facility Permit Review
If your project will require a Facility Permit, submit your preliminary design for review before land use approval.
Facility permits are needed when subdivisions, partitions and other development projects are conditioned to build public improvements on County roads. Improvements include sidewalks, curbs, gutters, street lighting, paving, traffic signals and more. Email us if you are uncertain if your project will be subject to a Facility Permit.

Preliminary Design Exceptions
Preliminary design exceptions may be identified in the transportation assessment process and during the Pre-Facility Permit Review to acknowledge that the County Engineer will support an exemption to a specific requirement or regulation in the final design process. The County Engineer will issue final exceptions during the Facility Permit Review.
