The Solutions Council is appointed by the Washington County Board of Commissioners to provide oversight and feedback on the work of the Homeless Services Division. Solutions Council members engage with and promote Washington County’s homelessness response plans, while encouraging collaborative partnerships across a wide array of service systems.
The Solutions Council also serves as the as the Continuum of Care (CoC) Board and provides oversight of budgeting and program investments for homeless services including regional, state, federal, and other local investments.
Meeting Details
- Third Thursday of every month at 2 p.m.
- Meetings are open to the public (see below for more information about public comment)
- In-person location: Adams Crossing building, 161 NW Adams Avenue, Hillsboro, Olympic conference room (2nd floor)
- Or join virtually through Zoom

There is also five minutes set aside for verbal public comment at the beginning of the meeting. To indicate your interest in providing public comment, either:
- Raise your hand in Zoom
- Raise your hand in person
- Written comment can be made through the public comment form on the Solutions Council website or on the comment cards handed out by staff.
If time permits, staff may remain after the meeting to address any questions or concerns that may arise for observers during the meeting.

Lived Experience
The Lived Experience Advisory Committee of the Homeless Solutions Advisory Council is comprised of persons who have experienced homelessness in our community and who are interested in providing feedback relating to all aspects of Washington County’s Homeless Services programming as well as its strategic and annual work plans. These meetings are not open to the public to respect the privacy of members.
Equitable Procurement
The Equitable Procurement Technical Subcommittee provides input on procurement procedures and how contracts are awarded. This committee provides responsibility for defining local funding priorities for the annual Continuum of Care Housing and Urban Development Notice of Funds Offering (CoC HUD NOFO) based on the information provided by the Performance Evaluation sub-committee.
