Overview
The Homeless Solutions Advisory Council offers guidance on how Washington County’s homeless services system performs and where it can improve. The council advises on funding, planning, and priorities while bringing community and lived‑experience perspectives to the table. Through this structure, it helps ensure programs and investments align with real needs and regional efforts. For full details on how the board operates, please refer to its bylaws:
Membership
The Homeless Solutions Advisory Council members are appointed by the Board of County Commissioners and includes nine to fifteen members who reflect the geographic, cultural, economic, and lived‑experience diversity of Washington County. Members are selected for their understanding of housing instability and homelessness and their commitment to addressing its impacts across the community. They serve three‑year terms, with up to two consecutive terms allowed, and the Council recommends candidates to fill vacancies as they arise. The Council also operates through five standing subcommittees focused on lived experience, performance evaluation, procurement, coordinated entry, and the Homeless Management Information System. Residents interested in serving can contact the staff liaison below to learn how to apply. For new members, please refer to the solution council guide below:
Meetings
The Homeless Solutions Advisory Council meets on the third Thursday of each month at 2 p.m., with meetings open to the public both in person and via Zoom. In‑person attendance is held in the Olympic conference room at the Adams Crossing building in Hillsboro. Agendas and materials are typically posted about a week in advance, and additional guidance on how to join future meetings virtually is available through the County’s civicweb portal. Public comments may be submitted anonymously online, and five minutes are reserved at the start of each meeting for verbal comments. Community members can share input by raising a hand in Zoom or in the room or by submitting written comments through the public comment form or on-site comment cards.
